Everything You Need to Know About BHMS Student Migration
The Bachelor of Homoeopathic Medicine and Surgery (BHMS) Regulations, 2022, issued by the National Commission for Homoeopathy (NCH), establish a comprehensive framework for the migration of BHMS students during the course of study. The Regulations treat migration as an exceptional academic provision rather than a routine administrative process or a student’s right. Through these provisions, the Commission safeguards academic continuity, institutional stability, and uniform educational standards across recognised homoeopathic medical institutions in India.
Eligibility for Migration
The Regulations allow a student to apply for migration only after successfully passing the First Professional BHMS Examination. A student who fails the First Professional examination cannot seek migration. This requirement ensures that students complete the foundational phase of the BHMS programme before transferring to another institution. It also maintains continuity in professional education and confirms the student’s academic readiness for higher professional studies.
Regulatory Conditions for Migration
The Regulations do not grant migration as an automatic right. Instead, they require the student to obtain mutual consent from both the parent institution and the receiving institution, along with approval from the concerned university. The receiving institution must also have a vacant seat available. These conditions protect institutional capacity, preserve the integrity of the admission process, and prevent migration from affecting the academic interests of other students.
Compassionate Grounds for Migration
The Commission permits migration only in exceptional cases based on compassionate grounds. It recognises the following circumstances: Death of the student’s supporting guardian. Serious illness or physical disability of the student certified by a recognised hospital. Disturbed conditions officially declared by the Government in the area where the parent institution is located.
The Commission does not approve migration requests based on personal preference, convenience, relocation, or academic choice. By restricting migration to genuine hardships, the Regulations ensure fairness and consistency in decision-making.
Application Procedure
An eligible student must submit Form-3 within one month from the declaration of the First Professional BHMS examination results. The student must also submit an affidavit confirming that they will complete the prescribed twelve months of study at the transferee institution before appearing for the Second Professional BHMS Examination. This requirement maintains uninterrupted academic training and ensures compliance with the prescribed duration of study.
Approval by the Commission
The parent medical institution must forward every migration application to the National Commission for Homoeopathy (NCH) through the prescribed channel. No institution may permit migration without the Commission’s prior approval. The Commission examines every application against the prescribed eligibility criteria and compassionate grounds before granting or rejecting permission.
